Police Athletic League

The Police Athletic League (PAL Club) is a new non-profit organization led by community leaders within the City of Waco in partnership with the Waco Police Department.

The PAL Club is always accepting donations for upcoming programs, if you would like to donate please email the President, Chaplain Richard Thompson at rthompson@wacotx.gov. For all other inquires please email palclubof9@gmail.com.

Mission & Vision Statement

To connect law enforcement with next generation leaders to positively impact lives and our community through developing effective avenues of sportsmanship, teamwork, and personal growth. We believe Waco law enforcement exists to uphold peace and that true peace is found in healthy, trust-based relationships which offer hope and purpose.

Community Outreach Section

Sergeant Peter MottleySergeant Peter Mottley / Waco PD PALS Liaison
Sgt. Peter Mottley has been with the Waco Police Department since 1997. He came to Waco PD from the US Army where he served for close to 7 years. Sgt. Mottley started as a Patrol Officer, before becoming a Family Violence Detective. He promoted to Sergeant and went back to Patrol as a Shift Supervisor, before transferring to the Community Outreach Section in May 2020. In the Community Outreach Section, he oversees programs such as Explorers, Waco Crime Stoppers, Crime Prevention, Citizens on Patrol, National Night Out, and many other outreach programs. He is an avid reader and sports fan, especially of soccer.

Candice Oritz Candice Ortiz / Community Outreach Coordinator
Candice Ortiz works for the Waco Police Department Community Outreach Unit as a Crime Prevention Specialist. She has worked for the City of Waco for over 8 years. Candice was born and raised here in Waco, TX and has seen this community grow substantially over the years. Candice enjoys working with the community and educating them about the police department. She coordinates the Citizens Police Academy, Citizens on Patrol, Handicap Parking Enforcement, National Night Out, and the Police Memorial Run. She is the department liaison between the Citizens Police Academy Alumni Association and the Waco PD Chaplains. Candice plays an instrumental role in the planning and executing of the WPD Annual Back to School Bash and Halloween Trunk or Treat events. You may have seen her out at your community event promoting safety and educating our community about the police department. Candice loves all aspects of her job, but here favorite thing is getting to meet new people and working directly with the community.

Chaplain Richard ThompsonChaplain Richard Thompson / President
Chaplain Richard A. Thompson, III, M.Div. is the President of the Police Athletic Activities League PAL Club Board of Directors of Waco. He brings a wealth of experience to the Waco, Texas community, having worked in community outreach for 25+ years and serving in ministry for 35+ years. As a certified law enforcement chaplain, he received extensive training with the Marion County Sheriff’s Department as well as the Chaplaincy Training Institute, both based in Indianapolis. He brings this extensive experience to Wace where he currently serves as both Chaplain for the Waco Police Department and Pastoral Care Chaplain for Baylor Scott White Hillcrest Hospital. Chaplain Thompson possesses two Associates of Arts degrees (Federal City College and Crossroads Bible College), two Bachelor of Arts degrees (Southern Theological Institute and Science College of Biblical Studies), a Master of Divinity in Pastoral counseling, also he has extensive studies Clinical Pastoral Education and Biblical Counseling.
In his personal life, he has been happily married to one wife for over 35 years, is the father of 5 children, and has 11 grandchildren, all of whom have made him very proud in their own life accomplishments.

Vice President, Joann DominguezJoann Dominguez / Vice President
Joann Dominguez, is a dedicated pastor’s wife and mother of four. With a passion to help people of all ages, she is most proud of her work in outreach through First Methodist Church of Waco where she serves as an Associate Pastor. Born and raised here in Waco, she attended McLennan Community College after graduating from University High School. Joann loves to encourage children and youth! She is thrilled to help strengthen the relationship between the police department and the community by engaging children and teens through our local chapter of National Police Activities League, also known as PAL Club of Waco.

Rhiannon SettlesRhiannon Settle, BSN, RN-BC / Treasurer
Treasurer of PAL Club/Waco, Rhiannon Settles is a lifelong Wacoan. She is a pediatric nurse and has worked at Hillcrest Hospital, McLane Children’s Hospital, Waco High School and University High School. In her current role, she serves as the Director of Health Services for Waco Independent School District. Her unique background, including her work with youth and knowledge of the Waco area, will be a great asset to the success of PAL Club/Waco.

Her husband, Brad, is a local artist and art teacher. She has a 14-year-old son, Karson and 4-year-old daughter, Sally. As a family, they enjoy hiking in Cameron Park, spending as much time as possible outdoors and volunteering at local and state level Special Olympics events.

LaShonda Marley-HorneLashonda Marley-Horne / Secretary
PAL Club/Waco’s Secretary, LaShonda Malrey-Horne, is the Director of the Waco-McLennan County Public Health District. Prior to moving to the Central Texas area, she served the residents of Northeast Texas as the Communicable Disease Program Manager for Texas Department of State Health Services. She earned a Bachelor of Science degree in Health Studies in 2003, later received a Master of Public Health in 2011, and became a Master Certified Health Education Specialist in 2013. Over the course of her career, she has dedicated herself, both through her professional and service life, to make “the healthy choice the easy choice” for communities she serves.

LaShonda is focused on raising awareness of health disparities, health equity and social justice issues and having meaningful dialog that can lead to solutions – hugely important in the Waco area. She is also a member of the Baylor Public Health Advisory Board as well as the Texas A&M University-Commerce Public Health Advisory Board. Her public service efforts with Girl Trek and Delta Sigma Theta, Sorority, Inc. are also related to health promotions, specifically in the African American community.

Austin PeperAustin Peper BSN, RN / Member
Austin Peper, a member of the PAL Club, is an Emergency Department nurse at Baylor Scott & White Hillcrest and has been there for 10 years. He is a former active- duty United States Marine. He has lived in Waco for more than 25 years. He and his wife, Ashley, were married in December 2021. They live in Woodway with their three dogs.

Deralynn DupreeDeralynn Dupree / Member
Deralynn Dupree, a member of the PAL Club, was born in Dallas, Texas. She is a graduate of Richardson High School and Oklahoma City University. Much of her career was spent with Southwestern Bell Telephone Company, and she retired in 2007 from AT&T. She moved to Waco in 2012 and is an active member of Toliver Chapel Missionary Baptist Church. She is excited to serve her community as part of the PAL Club.

Dr. Beverly Brooks.pngDr. Beverly Brooks Summers / Advisory Board
Dr. Beverly Brooks Summers holds a B.S. in Business Administration (Marketing) and an MBA in Accounting from Bowie State University, in Bowie, Maryland. She also holds an M.Div. in Practical Theology and a D.Min., in Renewal Leadership from Regent University, in Virginia Beach VA. She is a licensed (1990) and ordained (1996) minister of the gospel, and preaches a message of inspiration, hope, and encouragement to the faith-based community and others. Dr. Summers is an Accountant, with over 37 years of experience in the federal sector and has served in leadership positions on nonprofit boards since 1983. She is the owner of BBSummers, LLC where she serves as a public speaker, workshop facilitator, curriculum developer, and a business and nonprofit consultant.

Rev. Jessie Moore is a radiology professional with more than 25 years of experience working within the intricacies of people management and staff development. Currently works at Baylor Scott and White Hospital Hillcrest campus and has been for the last 20 years. A strong believer in the power of positive thinking in the workplace. Also an ordained minister and has been for the last 14 years.

Bridgette Boggess.pngBridgette Boggess / Advisory Board
Bridgette Boggess joined the Truett Seminary staff May 2022 and serves as the Event Coordinator for the Kyle Lake Center for Effective Preaching. In this role she helps coordinate The African American Preaching Conference, National Preaching Conference, and the E. K. Bailey Preaching Conference. Bridgette is the owner of BMB Ministries and Productions for over 22 years where she coordinates men’s and women’s conferences, concerts and more. She has worked with local pastors, pastors abroad, and with renown artists, including Minister Kirk Franklin, Minister John P. Kee, Prophetess Juniata Byum , Bishop Marvin Sapp , Bishop Paul Morton , Zacardi Cortez , Minister Ricky Dillard , Minister Malcom Williams , Minister Wess Morgan , Prophetess Dorinda Clark -Cole , Minister Kurt Carr , and Bishop Rance Allen just to name a few. Bridgette worked as a Success Coach in the Mission Services Program for the Heart of Texas Goodwill Industries Headquarters. She was the Education Specialist for the McLennan County Restitution Center, and a Case Manager for Head Start Programs. Bridgette earned a BA in Organizational Management and an MBA in Human Resources Management, both from Faith Grant College, Birmingham, Alabama. She grew up in the African Methodist Episcopal Church, and her home church is St. Luke A.M. E. Church, Waco, where she was active on the Praise Team, Assist. Choir Director and Choir. Bridgette serves a member of the Waco Police Department PAL’S Advisory Board. She is now a member of the Abundant Love Fellowship where she serves on the Event Committee. Bridgette enjoys traveling, shopping, reading, coordinating events, and spending time with her mother, friends, and her furry dog Bentley (Yorkie) that she loves dearly.
