On-Site Sewage Facilities Program (OSSF)
The term "on-site sewage facility" (OSSF) refers to all types of systems used for sewage disposal on a single property. A conventional septic system is just one of several systems available. The type of system suitable for a property depends on the soil type, site characteristics, physical features, and the property's intended uses.
Program Information
The OSSF program serves as the designated representative for McLennan County to implement and enforce the rules adopted under the Texas Health and Safety Code, Chapter 366, and Title 30 TAC, Chapter 285, On-Site Sewage Facilities. Through an agreement between the City of Waco and McLennan County, the Health District administers the program for McLennan County, the cities in McLennan County, and the City of Waco. The division is also responsible for investigating and resolving complaints regarding on-site sewage facilities. The OSSF program is comprehensive because its goal is to eliminate and prevent health hazards and pollution to our county’s sewage disposal systems.

Septic System Permit & Inspection
Includes application, permit, inspections, notice of approval, system replacement.
- One Single-Family Residence (single structure): $510.00*

Reinspection Fee
When a location is not ready for inspection at time of arrival, system not installed per approved design, or system not meeting minimum OSSF standards.
- Single Family Residences: $200.00
- Commercial/Non-Single-Family Residences: $300.00
OSSF System Minor Repairs
Increasing, lengthening, or expanding the treatment (tanks) or disposal system (drain field/disposal area), spray area relocation, or a single tank replacement, such as a collapsed pump tank.
- One Single-Family Residence: $210.00*
- One Commercial (Non-Single-Family Residence): $310.00*
Other Fees
- Subdivision Plat Review Site Evaluation: $100.00
Review of planning materials for site suitability.
- Design Resubmittal Fee: $50.00
System designs returned after initial application due to incomplete, incorrect, or noncompliant information. Fee applies each time the design is returned.
- Maintenance Provider Administrative Fee: $25.00
When a provider (not homeowner) fails more than once in a contract period per contract, regardless of the number of contracts held by the provider, any combination of the following: fails to submit reports in a timely manner, submits reports incomplete or incorrect reports, or fails to provide the required number of inspections per contract.
- Annual Aerobic Unit Maintenance Fee (per aerobic unit): $20.00
After the initial two-year warranty, all aerobic units must have an ongoing maintenance contract. The fee is submitted by the provider or by the owner if the owner maintains the system personally.
- *Fee required on all permits, new or repairs, for the Texas On-Site Wastewater Treatment Research Council: $10.00
Fee is mandatory. Fees collected are forwarded to the Research Council. No portion of the fee is retained.
All separate structures (e.g., loft, mini-apartments, etc.) or any other structures that can be used for living quarters, regardless of the time duration, or if attached to a garage, will be deemed a living structure.
