Registering & Applying for a Permit
Create an Account for the Citizen Self Service Portal
- Visit the Citizen Self Service Portal.
- Select 'Login or Register' from the boxes displayed and select 'Register Here' below the login field.
- Enter the email address you choose to use for the account. Once entered, select 'Next'.
- Check your email account for a confirmation email from NoReply@wacotx.gov with the subject line 'Civil Access New User Account Confirmation'. If it does not appear in your inbox, check your spam/junk folder. If this does not resolve the issue, you will need to add the listed email address as a safe email through your email provider (gmail, yahoo, etc.).
- Select 'Confirm' in the body of the email to create a username, password, contact information, etc.
Additional Information for Trade Contractors
Trade contractors must email the following documents and information to permits@wacotx.gov.
Plumbing Contractors
- Master Plumbing License
- Driver's License of the master holder
- Cell phone number of the master holder
- Certificate of Insurance with the City of Waco listed as the certificate holder
Electrical Contractors
- Master Electrical License
- Driver's License of the master holder
- Cell phone number of the master holder
- Electrical Contractor License
- Certificate of Insurance with the City of Waco listed as the certificate holder
Mechanical/HVAC Contractors
- Mechanical License
- Driver's License of the license holder
- Cell phone number of the license holder
- Certificate of Insurance with the City of Waco listed as the certificate holder
Irrigation Contractors
- Irrigation License
- Driver's License of the license holder
- Cell phone number of the license holder
- Certificate of Insurance with the City of Waco listed as the certificate holder
Propane Contractors
- Propane License
- Driver's License of the license holder
- Cell phone number of the license holder
- Certificate of Insurance with the City of Waco listed as the certificate holder
Sign Contractors
Option A:
- Master Electrical Sign License
- Driver's License of the master holder

Option B:
- Master Electrical License

How to Apply for Permits
- For desktop users: Select 'Apply' on the Home Page or in the ribbon across the top
- For mobile users: Select the three lines in the top left corner and select 'Apply'
- Select 'All' or use the search bar located below 'Application Assistant'
- Select 'Apply' for the appropriate permit type
- NOTE: Be advised that many permits are listed as commercial or residential. If the incorrect permit type is applied for, the application will be updated as withdrawn and a new application will have to be submitted
- Under Location, select the '+' found in the blue location box
- Enter your project address. Example: For 1701 N 4th St., enter 1701 N 4 as it is best not to use punctuation
- Check the box next to the correct address listed and select 'Add'
- Select 'Next' and continue through each remaining tab, entering the appropriate information
- Permits are not successfully submitted until the 'Submit' button is selected and a green ribbon appears at the top of your browser page
Once your permit request has been approved and invoiced, your account will show there are fees to be paid. Once paid, we will receive an email notification of the payment. We work emails in the order they are received, as quickly as possible. Once the payment has been processed, your permit status will change from 'Payment Pending' to 'Issued', signifying that you may begin work.
To print a copy of the permit for your records once issued, you will see a blue printer icon on the right side of the permit information.
NOTE: Permits are not required to be printed or posted on the job site and the printed permit will not reflect the signature of the City of Waco Building Official
