Building Residential

These lists identify the minimum plan submittal requirements for building residential permits.

They are not exhaustive; additional documents or details may be required depending on the proposed work. When submitting the application in the portal, be sure to upload a plan set as one combined, legible PDF file. Incomplete or illegible submittals may be rejected.

If the scope of work changes after the plan review is completed, updated plans may need to be resubmitted for a new review.

Accessory Dwelling Unit

Complete plan set (combined PDF) including:

  1. Site plan (if in the floodplain, finished floor elevation (FFE) required)

  2. Erosion control plan

  3. Floor plan

  4. Engineered foundation plan and details

  5. Elevations

  6. Roof plan

  7. Wall section

  8. Narrow wall framing/portal frame detail at garage openings (if applicable)

  9. Braced wall plan or shear wall design

  10. Electrical floor plan

  11. Plumbing fixture layout

  12. Energy forms and compliance path

  13. Building thermal envelope notes

  14. HVAC Manual J load calculations and Manual S equipment selection

  15. Mechanical ventilation calculations and outside air control method/details

Accessory Structure

Complete plan set (combined PDF) including:

  1. Site plan showing:
    • Location of the proposed accessory structure or carport
    • Location of the existing structures
    • Setbacks and dimensions from the proposed structure or carport to property lines and existing structures
  2. Floor plan (include type of construction and details; if prefabricated, provide manufacturer brochure or specifications sheet)

  3. Foundation plan and details (type of foundation: concrete slab, pier and beam, wood floors on blocks, etc.) including:
    • How columns or posts are embedded or anchored to the foundation
    • Prefabricated buildings require tie downs per an approved method
    • Accessory structures 500 square feet or larger require engineer-sealed drawings
  4. Electrical floor plan (if electrical is proposed)

  5. Plumbing fixture layout (if plumbing is proposed)

Addition

Complete plan set (combined PDF) including:

  1. Site plan (if in the floodplain, finished floor elevation (FFE) required)

  2. Erosion control plan

  3. Floor plan

  4. Engineered foundation plan and details

  5. Elevations

  6. Roof plan

  7. Wall section

City of Waco right of way fee form

Site photo(s) required for infill lots only (existing developed neighborhood lots)

Homestead Owner

Applies to electrical, plumbing, mechanical, and irrigation permits submitted by a homestead owner (not a licensed trade contractor)

Required documentation

  1. Copy of the homestead owner's driver's license
    • The name and address must match the homestead owner information on the McLennan County Appraisal District

Repairs & Alterations

Complete plan set (combined PDF) including:

  1. Site plan showing:
    • Scope of work and areas where work will occur
    • Existing and proposed (revised) floor plans
    • New and replacement window locations and sizes (if applicable)
    • Wall removals/additions and any modified openings (if applicable)
  2. Electrical floor plan (if new or relocated receptacles, switches, lighting, or circuits are proposed)

  3. Plumbing fixture layout (if new or relocated plumbing fixtures are proposed)

  4. Energy forms and compliance path (if applicable; required when work includes windows, HVAC, and/or building thermal envelope changes)

Single Family Dwelling

Complete plan set (combined PDF) including:

  1. Site plan (if in the floodplain, finished floor elevation (FFE) required)

  2. Erosion control plan

  3. Floor plan

  4. Engineered foundation plan and details

  5. Elevations

  6. Roof plan

  7. Wall section

  8. Narrow wall framing/portal frame detail at garage openings (if applicable)

Structure Relocation

Option 1: Move into Waco city limits (from outside Waco city limits)

  1. Site plan showing:
    • Proposed location of the structure on the destination lot
    • Parking layout
    • Proposed utility connections (water/sewer/electric/gas as applicable)
    • Foundation plan (for placement at the new location)
    • Traffic control/route plan (move route, dates/times, lane closures as applicable)

Option 2: Move within Waco city limits (from one Waco address to another Waco address)

  1. Site plan showing:
    • Existing (origin) address and proposed (destination) address
    • Proposed location of the structure on the destination lot
    • Parking layout
    • Proposed utility connections (water/sewer/electric/gas as applicable)
    • Foundation plan (for placement at the new location)
    • Traffic control/route plan (move route within city, dates/times, lane closures as applicable)

Option 3: Move out of Waco city limits (from inside Waco city limits to outside)

  1. Traffic control/route plan (move route within city, dates/times, lane closures as applicable)

Swimming Pool

Residential pool plan (combined PDF) including:

  1. Site plan showing:
    • Location of the proposed pool and all existing structures
    • Property lines and easements (if applicable)
    • Setbacks and dimensions from the pool to property lines, structures, and fences
  2. Pool plan/details showing:
    • Pool shape and dimensions
    • Depth profile/wall sections (as applicable)
  3. Erosion control plan
