Building Commercial

These lists identify the minimum plan submittal requirements for building commercial permits.

They are not exhaustive; additional documents or details may be required depending on the proposed work. When submitting the application in the portal, be sure to upload a plan set as one combined, legible PDF file. Incomplete or illegible submittals may be rejected.

If the scope of work changes after the plan review is completed, updated plans may need to be resubmitted for a new review.

Accessory Structure

Complete plan set (combined PDF) including:

  1. Site plan showing:
    • Location of the proposed accessory structure or carport
    • Location of the existing structures
    • Setbacks and dimensions from the proposed structure or carport to property lines and existing structures

  2. Floor plan (include type of construction and details; if prefabricated, provide manufacturer brochure or specifications sheet)

  3. Foundation plan and details (type of foundation: concrete slab, pier and beam, wood floors on blocks, etc.) including:
    • How columns or posts are embedded or anchored to the foundation
    • Prefabricated buildings require tie downs per an approved method
    • Accessory structures 500 square feet or larger require engineer sealed drawings

  4. Electrical floor plan (if electrical is proposed)

  5. Plumbing fixture layout (if plumbing is proposed)

Addition

Complete plan set (combined PDF) including:

  1. Civil drawings (drawn to an engineer's scale and include north arrow) showing:
    • Property lines with bearings and distances
    • Site grading and drainage, finish floor elevations (FFE)
    • Dimensioned site/parking plan (building pads, parking layout/access, and parking calculations)
    • Site utilities and connections to public utilities
    • Landscape plan (lot coverage; plant type, size and quantities)
    • Refuse location and dumpster enclosure details
    • Stormwater plan
    • All plans for work in the right of way are required to be sealed by an engineer
  2. Structural plan (drawn to an engineer's scale) including:
    • Engineered foundation plan
    • Structural drawings
  3. Architectural plans (drawn to an engineer's scale) including:
    • Code analysis
    • Door, window, and wall schedules (or clearly noted on the floor plan)
    • Floor plan
    • Roof plan
    • Sections
    • Elevations
    • Details (as needed)
  4. Mechanical, electrical, plumbing, and sprinkler plans
    • May be required to be designed and sealed by an engineer

  5. Energy data/documentation demonstrating compliance with the City of Waco's adopted energy code

  6. TDLR number for projects with an evaluation exceeding $50,000

Demolition

Demolition plan (combined PDF) including:

  1. Site plan showing:
    • Location of all existing structures
    • Identify the structures to be demolished
  2. Erosion control plan

Asbestos survey (upload separately)

Finish Out

Complete plan set (combined PDF) including:

  1. Architectural plans (drawn to an engineer's scale) including:
    • Code analysis
    • Door, window, and wall schedules (or clearly noted on the floor plan)
    • Demolition plans and/or floor plan clearly delineating existing vs. proposed work (new vs. existing walls/doors/rooms)
    • Reflected ceiling plan
    • Details (as needed)
  2. Mechanical, electrical, plumbing, and sprinkler plans
    • May be required to be designed and sealed by an engineer

  3. Energy data/documentation demonstrating compliance with the City of Waco's adopted energy code

  4. TDLR number for projects with an evaluation exceeding $50,000

Asbestos survey (upload separately)

  1. Required for demolition/remodel work, not required for a new structure finish out

Multi-Family

Complete plan set (combined PDF) including:

  1. Civil drawings (drawn to an engineer's scale and include north arrow) showing:
    • Property lines with bearings and distances
    • Site grading and drainage, finish floor elevations (FFE)
    • Dimensioned site/parking plan (building pads, parking layout/access, and parking calculations)

    • Pedestrian circulation plan (maintain accessible route)
    • Proposed street furnishings layout
    • Product/specification sheets for proposed furnishings (materials, dimensions, finish/color, and installation/anchoring method)
    • Storage location and plan for street furnishings during non-business hours

Swimming Pool

Commercial pool plan (combined PDF) including:

  1. Site plan showing:
    • Location of the proposed pool and all existing structures
    • Property lines and easements (if applicable)
    • Setbacks and dimensions from the pool to property lines, structures, and fences

  2. Pool layout/piping layout/equipment layout plans (include legends and construction details)

  3. Pool electrical plan (bonding/grounding, disconnects, panel schedule/load calculations and details)

  4. Details and sections (pool wall, steps/benches, penetrations/fittings, etc.)

  5. Erosion control plan
