About Us

We work with the community through numerous programs allowing applicants within the City of Waco to apply for aid with some priority housing needs. For more information click on the appropriate link or call (254) 750-5656.


The City of Waco receives federal funds from the U.S. Department of Housing and Urban Development (HUD). The City is a direct recipient of the grants below.

What is the goal?

Activities undertaken must meet one of the three following HUD National Objectives:

  • Benefit low- and moderate-income persons
  • Elimination of slum or blight
  • Meet an urgent community need

Fair Housing

What is the Fair Housing Act?

The Fair Housing Act protects buyers and renters from housing discrimination based on race, color, religion, national origin, gender, disability, and familial status (including anticipation that children may become part of a household).

How do I report housing discrimination?

If an individual believes they have experienced housing discrimination, they can file a complaint with their local Fair Housing Officer, Galen Price at galenp@wacotx.gov.



Five-Year Consolidated Plan

The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs.

Annual Action Plan

CDBG & HOME FUNDING – The City of Waco has prepared the Annual Action Plan for the 2024 program year. The plan summarizes the housing and community development activities and spending of $2,048,219 of CDBG and HOME funds for the program year beginning October 1, 2024. The public is encouraged to provide feedback during the 30-day comment period from June 24 to 5 p.m. on July 24.
