Grant Programs

Overview

The City of Waco receives two federal grant programs from the U.S. Department of Housing and Urban Development: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). Both grants allow funding of several programs and activities that benefit our residents.

CDBG

The CDBG program provides annual allocations to the City of Waco for various activities that preserve and develop viable urban communities. The program's principal beneficiaries are low- and moderate-income households.

Who is eligible to apply for funds:

  • Private Non-profit organizations (IRS 501(c)(3) or 501 (c)(6) status)
  • Faith-based organizations
  • Private for-profit Entities may qualify when carrying out authorized economic development activities.
  • Community-Based Development Organizations (CBDO) may be designated as a subrecipient to carry out special activities such as economic development or new housing construction.
  • Governmental agencies that are quasi-governmental public agencies, commissions, or authorities (such as a public housing authority or park district) independent of the City of Waco.

HOME

The HOME Investment Partnerships Program (HOME) provides formula grants to the City of Waco — often in partnership with local nonprofit groups — to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. It is designed to create affordable housing for low-income households.

Who is eligible to apply for funds:

  • Housing Development Organizations
  • Non-profit organizations
  • For-profit entities
  • Faith-Based Organizations
  • Community Housing Development Organizations (CHDO)

Community Development Block Grant

What is the Community Development Block Grant Program?

  • The Community Development Block Grant (CDBG) is an entitlement grant which the City of Waco receives every year from the Department of Housing and Urban Development with the Federal Government.
  • The grant is specifically to help low to moderate income people, to directly eliminate slum and blight conditions in low to moderate income areas, and to meet urgent needs when natural disasters occur.

Who Can Apply?

The following groups can apply for CDBG funds:

  • Nonprofit Organizations
  • Local Development Corporations
  • For Profit Businesses
  • City Departments

Some Eligible Activities:

Housing, Public Facilities & Improvements, Public Services, Economic Development

Past Projects Funded:

Some projects, which have been approved in the past, are:

  • Renovations to facilities in eligible areas
  • Youth Programs
  • Park Improvements
  • Street Reconstruction and Sidewalk Improvement
  • Street Lighting
  • Housing Rehabilitation
  • Code Enforcement

Equal Housing Opportunity

HOME Investment Partnerships Program

The HOME Investment Partnerships Program (HOME) is a grant that the City of Waco has received each year from the Department of Housing and Urban Development since 1992.

The grant is designed to create affordable housing for families with lower incomes through both City-administered programs and with the help of local Community Housing Development Organizations (CHDOs).

Some Eligible Activities

  • Development of new affordable housing
  • Rehabilitation of existing housing for purchase by lower income families
  • Homebuyer purchase assistance

Who Can Apply

The following groups may be eligible to apply for HOME funds:

  • Not-for-profit and private housing developers
  • Families earning below 80 percent of the area median income (AMI)

Current and Past Projects

  • Single family homes built by local nonprofit development agencies
  • Brook Oaks Senior Residences (Mercy Housing, Denver, CO)
