Ryan Holt Ryan Holt was appointed City Manager in January 2026 after three decades of service to the City of Waco. He began his career in 1996 as a police recruit and advanced through key leadership positions, including Assistant Police Chief, Chief of Police, and Assistant City Manager.
Deidra Emerson Deidra Emerson, Deputy City Manager with the City of Waco, began her career in public administration with the City of Fort Worth in 1995. She began as a temporary employee and advanced to increasingly responsible positions of: Administrative Assistant, Contract Compliance Specialist, Contract Compliance Supervisor, Assistant Housing Director, and Director of Municipal Court Services.
Lisa Blackmon Lisa Blackmon was appointed as Assistant City Manager in June 2021. Prior to Lisa’s appointment in Waco, she most recently served the City of Manteca, California as their Assistant City Manager and Deputy Director of Emergency Services.
Paul Cain Paul Cain began his career 27 years ago and has held numerous municipal leadership positions. He joined the City of Waco as Assistant City Manager in 2019. He also leads the city initiative on resiliency and sustainability.
Blu Kostelich Blu Kostelich joined the City of Waco in 2024 as Chief Financial Officer/Assistant City Manager. Prior to joining Waco, Blu served for over 18 years in finance and operation roles, with seven of those in public sector finance. He most recently served as Chief Financial Officer for the City of Lubbock, Texas, where he managed the Finance, Accounting, Purchasing, Warehouse, and more.
