Lisa Blackmon, a native of Napa, CA, began her career in the hospitality industry, holding management positions in the prestigious winery and restaurant industry. After serving over fifteen years in tourism she pivoted her focus to local government. Blackmon served the City of Napa, California for five years as Deputy City Clerk before serving since June 2016 as the Legislative Services Director/City Clerk, Assistant City Manager, and most recently Acting City Manager of the City of Manteca, California.
Blackmon earned her Bachelor’s degree in Business Management and her Master’s in Business Administration from the University of Phoenix. Blackmon is also a Certified Municipal Clerk, earned from the International Institute of Municipal Clerks.
Blackmon values community engagement and has held board seats throughout her tenure in Manteca with Manteca Rotary, Manteca Chamber of Commerce, and the Hope Family Shelter. Blackmon has also served several terms as a policy committee member to the League of California Cities, serving on both the Housing, Community, and Economic Development Policy Committee and the Governance, Transparency, and Labor Relations Policy Committee. She also graduated from the nationally recognized, award winning Leadership Napa Valley program, focusing on making the community a better place to live, work, and do business.
Blackmon is a member of the International City Manager Association, International City Clerk Association, and the Municipal Management Association of Northern California.
Blackmon, her husband, and two sons enjoy traveling, camping, youth sports, and baseball.
