Chapel Park Development Project

In 1997, the Waco City Council approved a Joint Use Policy between the City of Waco and Midway Independent School District for the cooperative development and shared use of Chapel Park. The Policy established the responsibilities of each party regarding park operations and future capital improvement associated with the adjacent school property. Since then, Chapel Park has been a community space that serves family, children, and visitors of all ages. 

The existing splash pad and pavilion have aged and require replacement to align with current safety standards, improved design elements, and increased functionality.  

In February 2026, City Council approved the contract for a new splash pad and pavilion to Kraftsman, LLC.  

Closure Notice: Construction on the splash pad and pavilion began on Monday, July 6. Please note the splash pad and pavilion will be temporarily closed during this time.

Project Description

This project involves replacing the existing 1,500-square-foot splash pad with modern, interactive water play area featuring durable surfacing, efficient water management, shaded seating, and full safety and ADA compliance. The project also includes replacing and expanding the existing pavilion from approximately 600 to 1,000 square feet to provide additional shaded seating with lighting and electrical outlets.

  • February 2026 - April 2026: Compilation of Engineered Drawings
  • May - June 2026: Plan/Permit Review
  • July - October 2026: Construction Timeline
  • October/November 2026: Project Completion 

Funding

The project is funded with $750k in Capital Improvement Funds allocated for construction.
