Outdoor Advertising Structures (Billboards)

These lists identify the minimum plan submittal requirements for outdoor advertising structure (billboard) permits.

They are not exhaustive; additional documents or details may be required depending on the proposed work. When submitting the application in the portal, be sure to upload a plan set as one combined, legible PDF file. Incomplete or illegible submittals may be rejected.

If the scope of work changes after the plan review is completed, updated plans may need to be resubmitted for a new review.

Conventional

Billboard plan (combined PDF) including:

  1. Site plan showing:
    • Any easement locations on site (as applicable)
    • Location of any other off premise signs on the site (as applicable)
    • Setbacks from property line and from curb line/right of way (as applicable)
    • Identify adjacent roadway(s)/frontage

  2. Elevation of proposed sign including overall dimensions and height above finished grade

  3. Engineer-sealed structural/foundation details (required when sign height is 35 feet or greater)

  4. UL listing/label information for any illuminated components and/or electrical cabinet (if applicable)

  5. City of Waco sign permit signature page

Demolition

Demolition plan (combined PDF) including:

  1. Site plan showing:
    • Location of the outdoor advertising structure to be removed
    • Size face dimensions and overall structure height (as applicable)
    • Identify demolition limits (sign, pole/supports, and foundation as applicable)

  2. Erosion control pan (if applicable)

  3. Traffic control plan (if demolition impacts right of way/lanes/sidewalk)

Digital

Billboard plan (combined PDF) including:

  1. Site plan showing:
    • Any easement locations on site (as applicable)
    • Location of any other off premise signs on the site (as applicable)
    • Setbacks from property line and from curb line/right of way (as applicable)
    • Identify adjacent roadway(s)/frontage

  2. Elevation of proposed sign including overall dimensions and height above finished grade

  3. Engineer-sealed structural/foundation details (required when sign height is 35 feet or greater)

  4. Digital display specifications:
    • Manufacturer/model and spec sheet(s) for the digital display
    • Display size/dimensions
    • Brightness controls/auto-dimming (as applicable)
  5. Operational standards (digital):
    • Proposed dwell time
    • Transition style (static/instant change vs. effects as applicable)

  6. UL listing/label information for the display and electrical cabinet
