Franchised Haulers
City of Waco Code of Ordinances Sec. 21-61 states that no person within the city shall engage in the business of collecting, transporting, or disposing of solid waste produced in the city without first receiving a nonexclusive permit from the city for that purpose.
Haulers must obtain an annual permit from the City. To become a permitted hauler, businesses must apply for the permit with the City of Waco Public Works Department, Solid Waste Division.
Hauler Permit Requirements
To retain a permit, haulers must pay a quarterly fee of 4 percent of the revenue earned for collecting, transporting, or disposing of solid waste originating within the city limits. Each quarterly payment must be accompanied by a report indicating the revenue earned by the hauler for that quarter. The fee must be paid within thirty (30) days of the conclusion of each quarter.
Haulers must provide insurance information and maintain the insurance during the permit period.
Current franchise agreements are active through September 30, 2026. Companies may submit an application for a franchise hauler permit.
Permitted Hauler Special Notice
Any waste hauler operating within the Waco city limits must have a franchise agreement and permit in place before doing business in Waco, per ordinance: Sec 21-61. Permit Required.
(a) No person within the city shall engage in the business of collecting, transporting, or disposing of solid waste produced in the city, without first receiving a nonexclusive permit from the city. No person shall empty receptacles or convey or transport solid waste, recycling, or construction and demolition debris on the streets or alleys of the city, as a primary business (regardless of where the material was produced) without a written permit granted and issued by the city.
