The City of Waco has developed the Watershed Industry Compliance Group (WICG) to foster relationships between local manufacturers and the municipality. This initiative allows local industries and businesses to share their innovative stormwater control measures and compliance achievements, ultimately strengthening community connections under the "Know Your Neighbor" theme.

Established in 2021, the WICG is a unique component of the Municipal Separate Storm Sewer System (MS4) permit. Its purpose is to publicly acknowledge local industries and businesses for their on-site watershed protection measures and compliance-driven strategies to safeguard the waters of the United States.

Navigating regulatory compliance can be complex, often posing challenges for industry managers in keeping up with stormwater requirements. The WICG serves as a networking resource by offering informative educational workshops, conducting on-site compliance reviews, and assisting entities in connecting with state agencies. As participating entities are committed to preventive stormwater control measures, green infrastructure, and environmental sustainability, the WICG will recognize consistent efforts with the distinction of a potential WICG five-star designation for industries and businesses.

This initiative will also encourage neighboring MS4s to adopt comprehensive awareness practices to improve water quality. WICG promotes the active support and prioritization of environmental watershed compliance as a key business focus.

Becoming a WIC💧G Partner

WICG meetings are scheduled twice a year for environmental stormwater personnel and industry managers. Attending one of these free meetings is all it takes to become a partner. The meetings include:

WIC💧G Five E-Factors

  1. Equip industrial personnel through training and onsite inspections and assistance in collaboration with TCEQ Small Business and Local Government Assistance.

  2. Encourage industrial relationships through networking opportunities where ideas and support are exchanged that strengthen collaborations.

  3. Enhance sustainability conversations, fostering collaboration to tackle environmental goals and provide resources to implement parent and partner company ESG plans.

  4. Engage the community providing opportunities to strengthen industrial community outreach, engagement, and education for a cleaner environment that protects our natural resources.

  5. Elevate the City of Waco through a relationship and teamwork approach to handling stormwater compliance and spill response, protecting our citizens, industrial partners and the environment.

Guidelines

⭐ Positive compliance history of 1+ years based on monitoring program observation inspections.

⭐⭐ Industry and/or business promotes sustainability, recycling, and is environmentally aware through documented internal or external program.

⭐⭐⭐ Has participated in and passed an onsite inspection in compliance with all general and sector specific requirement of the Multi-Sector General Permit.

⭐⭐⭐⭐ Completed MSGP Annual Report and submitted to City of Waco MS4 program for review to increase transparency and collaboration.

⭐⭐⭐⭐⭐ Has invested in stormwater pollution prevention team by sending them to ongoing stormwater compliance education beyond the onsite required education of MSGP facility personnel through attendance and participation in regional, state, or national stormwater conferences.
