Using your feedback, City of Waco Housing & Community Development has drafted its Annual Action Plan. This plan outlines how we propose to spend $2.04 million in federal grant funding from the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. These funds are crucial for supporting affordable housing, rental assistance, and public services for low-income residents.
Now, we need your final input to make sure these funds are invested effectively and address the needs in our community.

The following proposed funding distribution is for the budget year starting on Oct. 1, 2025 and ending on Sept. 30, 2026.
Community Development Block Grant ($1.38 million)
The CDBG program can be used for a wide range of community development needs, including affordable housing, anti-poverty programs, public services, or other urgent community needs.
Administration ($274,205)

Housing Programs ($912,702)
Public Service Programs (196,933)
- $16,957 to the Family Abuse Center to support operations
- $40,000 to Inspiración, Inc. for parent and child education classes
- $36,394 to Mission Waco for their My Brother's Keeper Homeless Shelter Program
- $38,028 to Talitha Koum Institute to double childcare enrollment
- $20,000 to Greater Waco Advanced Manufacturing Academy for a skills training program where students will construct tiny homes for Mission Waco's Creekside Village
- $45,554 to Communities In Schools of the Heart of Texas for their Engage for Success workforce development program
HOME Investment Partnerships ($657,399)
The HOME program focuses on creating affordable housing opportunities for low-income individuals and families.

- $174,193 for Tenant-Based Rental Assistance
- $230,103 to Grassroots Community Development
- $253,103 to NeighborWorks

The plan is scheduled to be adopted by Waco City Council on Tuesday, Aug. 5. The final approved plan will be submitted to the United States Department of Housing & Urban Development on Friday, Aug. 15.
