On Friday, January 23, Ryan Holt was sworn in as the next Waco city manager. Waco City Council voted to appoint Ryan at the January 20 city council meeting.

Ryan has served the City since 1996 in key leadership roles, including both chief of police and then assistant city manager. He brings deep institutional knowledge, operational expertise, and a strong commitment to public service.

Council expressed confidence in his ability to provide steady leadership and continue the momentum the City has built together.

About Ryan Holt

Ryan Holt began his career with the City of Waco in 1996 as a police recruit. After serving in numerous capacities in every division within the Department throughout his career, he was promoted to Assistant Police Chief in 2008. As the Assistant Chief, he presided over the Support Services Division and the Community Services “Patrol” Division. Holt was appointed Chief of Police in 2016 and then to Assistant City Manager in 2019.

Holt has a Bachelor’s of Criminal Justice from Stephen F. Austin State University and a Master’s degree in Criminal Justice from Tarleton State University. He is a graduate of the 243rd session of the FBI National Academy, the Senior Management Institute for Police at PERF, the Leadership Command College at LEMIT, and the School of Police Supervision at ILEA. He also holds a Master Peace Officer certification from the Texas Commission on Law Enforcement.

Holt is a former Legislative Chair of the Texas Police Chiefs Association and a former President of the Central Texas Police Chiefs and Sheriffs Association. He has served as an advisor for the Heart of Texas 100 Club, serves on the advisory board for the Salvation Army and the Waco Center for Youth, and is a member of the Waco Rotary Club.

During his career, he has received numerous awards, including the Medal of Valor, the Police Commendation, the Police Unit Commendation, the Life Saving Award, and the Presidential Protection Commendation. Ryan enjoys spending time with his family in his free time.

January 6, 2026 Update

The City of Waco is in the final stages of selecting its next City Manager and has narrowed the field to four highly qualified candidates.

The City partnered with Strategic Government Resources (SGR) to conduct a nationwide executive search. SGR is a Texas-based executive recruitment firm specializing in the recruitment, assessment, and development of innovative, collaborative, and authentic local government leaders. Through a comprehensive process, the City received applications from 70 candidates representing 24 states and two countries, resulting in a strong and diverse pool of highly qualified applicants.

Following an extensive review and vetting process, the City has selected four finalists to advance for consideration.

City of Waco City Manager finalists:

Dierda Emerson, City Manager Candidate Deidra Emerson has served the City of Waco in several senior leadership roles, including Deputy City Manager since August 2020 and Assistant City Manager from 2015 to 2020. She has also served as Interim Director of the McLennan County Public Health District and Interim Director of the Waco Convention Center & Visitors Bureau. Prior to joining the City of Waco, she held leadership positions with the City of Fort Worth, Texas, including Municipal Court Services Director and Assistant Director of the Housing Department. She holds a master’s degree in business administration with a concentration in organizational behavior and a bachelor’s degree in business management, and has completed the Harvard Kennedy School Executive Education Senior Executive State and Local program.

Ryan Holt, City Manager CandidateRyan Holt currently serves as Assistant City Manager for the City of Waco, a position he has held since 2020. Prior to that role, he served as Waco’s Chief of Police from 2017 to 2020 and as Assistant Chief of Police in various capacities from 2008 to 2017. His career with the Waco Police Department began in 1996 and includes numerous leadership and operational roles. He holds a master’s degree and a bachelor’s degree in criminal justice and is a graduate of the FBI National Academy (FBINA), the Police Executive Research Forum Senior Management Institute for Police (SMIP), and holds a Six Sigma certification.

Jared Miller, City Manager CandidateJared Miller currently serves as Chief Operating Officer for the Texas Division of Emergency Management in Austin, Texas. Prior to this role, he served as City Manager for the City of Amarillo, Texas, from 2017 to 2023, and as City Manager for the City of San Marcos, Texas, from 2014 to 2017. His earlier experience includes leadership roles with the Cities of North Richland Hills and Snyder, Texas. He holds a master’s degree in public administration and a bachelor’s degree in political science.

Helen Ramirez, City Manager CandidateHelen Ramirez has served in various leadership roles with the City of Brownsville, Texas, including City Manager since 2023 and Interim City Manager from 2022 to 2023. Previously, she served as Deputy City Manager and concurrently as Executive Director and CEO of the Greater Brownsville Incentives Corporation. Earlier in her career, Ramirez held multiple executive and development leadership positions with the City of Hutto, Texas, and worked internationally as a Senior Urban Planner and Business Development Manager with Prointec (Indra Systems) in Madrid, Spain. She holds a bachelor’s degree in city and regional planning and maintains both the International City/County Management Association Credentialed Manager (ICMA-CM) designation and American Institute of Certified Planners (AICP) certification. She is currently completing her Economic Development Finance Professional (EDFP) certification Grow America.


The finalists will participate in an extensive on-site interview process from January 6 – 8, which will include community tours, employee and stakeholder engagement sessions, meetings with elected and appointed officials, and interviews with the Mayor and City Council. Following this process, the Mayor and City Council will select the City of Waco’s next City Manager.
