Notice of 30-Day Comment Period

In accordance with the City of Waco’s (COW) Citizen Participation Plan and requirements of the U.S. Department of Housing and Urban Development (HUD), a 30-day comment period is required when making a substantial amendment to a previously approved Annual Action Plan. This substantial amendment will result in re-allocating CDBG funds to a previously identified project. An amount of $219,260.13 will be re-allocated to the City’s Home Rehabilitation Program.  The 30-day comment period will begin May 10, 2024, and end June 10, 2024.  There will be an opportunity for the public to submit written comments on the project.

The City of Waco has determined that it is necessary to amend the 2017, 2019 & 2020 Annual Action Plans to meet the needs of citizen comments and concerns. In accordance with Federal CDBG regulations, 24 CFR 91.105(c) and 24 CFR 91.505, the City is allowed to make substantial amendments to its Annual Action Plan and Budget in accordance with the Citizen Participation Plan.

The following activities have balances that will be re-programmed:

Small Business Loan Program (2020) To assist small businesses with loans up to $10K for working capital such as payroll, rent and equipment at a reasonable interest rate. Needs are greater in Housing Rehabilitation Program. $ 100,000
Small Business Education (2020) To provide in-depth training covering topics important to new/current business owners including courses related to developing viable business plans, basics of business, utilizing social media to grow business, how to become WMBE certified, etc. Needs are greater in Housing Rehabilitation Program. $ 100,000
City of Waco HMIS (2017 & 2019) HMIS required program match as secondary resource after other match funds. Other match sources are meeting the requirement. Needs are greater in Housing Rehabilitation Program $ 19,260.13

Proposed Change:

A total of $219,260.13 is available for immediate reallocation from program years 2017, 2019 and 2020. Re-allocation for the following project is recommended:
