The City of Waco is committed to assuring nondiscrimination in its programs and activities. No person shall on the grounds of race, color, national origin, sex, age, disability, or income status be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination or retaliation under any federally or non-federally funded program or activity administered by the City of Waco or its contractors.

Title II under the Americans with Disabilities Act (ADA) of 1990

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (ADA), the City of Waco will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

Employment: The City of Waco does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA. To request reasonable accommodation, please contact the ADA Coordinator.

Effective Communication: The City of Waco will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City of Waco’s programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

Modifications to Policies and Procedures: The City of Waco will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in City of Waco facilities and offices, even where pets are generally prohibited.

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the City of Waco, should contact the office of the ADA Coordinator as soon as possible but no later than 48 hours before the scheduled event.

The ADA does not require the City of Waco to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

The City of Waco will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids or services or reasonable modifications of policy.

Complaints that a program, service, or activity of the City of Waco is not accessible to persons with disabilities should be directed to the ADA Coordinator.

Title VI of the Civil Right Act of 1964

The City of Waco, Texas, as a recipient of federal financial assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall on the grounds of race, color, national origin, disability, sex, age, or religion, be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any City of Waco programs or activities.

Title VI Complaint Procedures

The following procedures cover complaints filed under Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987. Any person who believes they, or any specific class of persons, to be subjected to prohibited discrimination based on race, color, national origin, disability, sex, age, or religion may file a written complaint individually or through a representative. A complaint must be filed no later than 180 days after the date of the alleged discrimination, unless the discrimination is ongoing.

Complaints alleging violations of Title VI may be filed in writing in one of the following ways:

All Complaints should include the following information:

  • The name, address, and phone number of the person making a report of discrimination; and
  • The name(s) and address(es) of the alleged discriminating official(s); and
  • The basis of the complaint (i.e., race, color, or national origin); and
  • The date of alleged discriminatory act(s); and
  • The reporter’s signature.

Alternative means of filing complaints, such as personal interviews, will be made available for persons with disabilities upon request by contacting the Title VI Coordinator.

The City of Waco will ensure that all complaints are sent to the appropriate authority for disposition.

Complaint and investigation files are confidential. The contents of such files will only be disclosed to appropriate City personnel, state, and federal authorities in accordance with Federal and State laws. The City of Waco will retain files in accordance with records retention schedules and all Federal guidelines.
