The City of Waco has launched a new pilot program that allows for automated solar permitting. SolarAPP+ (Solar Automated Permit Processing) is an automated solar permitting platform that can be used to verify code compliance for residential photovoltaic (PV) projects. SolarAPP+ automatically performs a compliance check based on inputs supplied by the contractor to ensure the proposed system is safe and code compliant. All eligible PV projects may be submitted, reviewed, and approved in the SolarAPP+ program. The SolarAPP+ software will check the submitted information based on the International Residential Code, 2018 edition, and National Electrical Code (NEC), 2023 edition.
If your PV installation conflicts with any of the qualification criteria, please submit your application and documents using the standard permitting process through the Citizen Self Service Portal.
Eligibility to use SolarAPP+
- Main dwelling rooftop, permitted, residential structures only.
- No ballasted systems.
- No service change or battery energy storage system.
- 38.4 kW DC or less.
- Located in the City of Waco jurisdiction.
- TDLR licensed contractors only.
Submit for Automated Review Through SolarAPP+
- Submit your design to SolarAPP+.
- Click Login or Register to get started.
- A processing fee will be charged by the SolarAPP+ website.
- Download the approval documents, as they will need to be uploaded when applying for your permit.
Apply for a Permit
- Apply for your permit through the Citizen Self Service Portal.
- Select the Alternative Power Source / SolarAPP+ permit type.
- Include "SolarApp" as the first word in the project description.
- Provide your SolarAPP+ approval ID number under additional information.
- Upload your SolarAPP+ documents and sealed letter from an Engineer on the structural integrity of the roof.

Schedule your Inspection
Revisions
- Submit your revision through SolarAPP+.
- You will be provided with a revised SolarAPP+ Approval Document.
- Upload the revised SolarAPP+ Inspection Checklist to your permit through the Citizen Self Service Portal.
- If an inspection is already scheduled, be sure to notify the inspector that the project has been revised so they can use the most up-to-date version of the inspection checklist.
Troubleshooting Assistance
SolarAPP+ Assist offers scheduled, live video support sessions through Google Meet for customers who need guidance on submitting solar projects via SolarAPP+. During the session, a Technical Support Specialist walks the customer through required project inputs and ensures the submission is complete and compliant.
