Speaking at City Council Meetings
On March 16, 2020, the governor suspended various provisions of the Open Meetings Act pursuant to his state of disaster authority. The change was effective March 16, 2020, until further notice or until the state of disaster declaration expires. In accordance with physical distancing guidelines, and while providing as much transparency as possible, Council meetings will not be open to the public attending in person. City Council meetings are broadcast live on WCCC.TV and can be watched via Zoom. The audio is also being recorded. The video and audio recordings will be available to the public on the City Web Site or by calling the City Secretary's Office at 254-750-5750.
According to the governor and attorney general, statutes that may require face-to-face interaction between members of the public and public officials are suspended; provided, however, that the governmental body offers alternative methods of communication with their public officials. This includes public comment on agenda items.
Members of the public who wish to speak or submit written comments on an agenda item, must submit their comments or register to speak at http://www.waco-texas.com/council-speaker.asp, by email at firstname.lastname@example.org or by calling 254-750-5750 for staff assistance. Comments and registrations must be received no later than 1:00 p.m. the day of the meeting.
Council Meeting Schedule
Meetings are held the first and third Tuesdays of every month. Meetings are currently held via videoconference.
There is a 3:00 p.m. Work Session that includes presentations from City Staff and a 6:00 p.m. Business Session. Public Hearings are held during the 6:00 p.m. Business Session.

Hearing of Visitors: Public Comments on Agenda Items
Registration to submit comments or speak on any agenda item must be received at the City Secretary’s Office no later than 1:00 p.m., the day of the meeting.
Individuals who registered to speak on an agenda item must limit their comments to 3 minutes. On items other than public hearings, speakers will be allotted one three minutes presentation regardless of the number of agenda items the speaker wishes to address.

DVD copies of Council meetings are available for purchase up to four months after a meeting date. DVD’s are $3.00 and may be ordered from the Municipal Information Department at City Hall, 300 Austin Ave. Copies of audio cassettes and/or CD’s are available for purchase through the City Secretary’s Office at a cost of $1.00 each.
