Traffic light

Traffic Services is responsible for the design, installation, operations and maintenance of traffic signals, school zone flashing beacons, limited streetlights, road signs, and pavement markings along City of Waco roadways within the limits of Waco, Texas.

Reporting Emergency & Non-Emergency Concerns

Emergency

Traffic Signal Dark or Malfunction
A malfunctioning or dark traffic signal is considered an emergency. During normal business hours, 8 a.m. - 5 p.m., Monday through Friday, report via the MyWaco app . During overnight hours and weekends contact Waco Police Department at (254) 750-7500, and on-call technicians will be notified to respond.

Downed or Missing Road Signs
A Stop or Yield sign laying on the ground (downed) or missing is considered an emergency. During normal business hours, 8 a.m. - 5 p.m., Monday through Friday, report via the MyWaco app . During overnight hours and weekends contact Waco Police Department at (254) 750-7500, and on-call technicians will be notified to respond.

Non-Emergency

Report all non-emergency concerns and requests via the MyWaco app.

  • Intersection sight obstructions
  • Damaged road signs
  • Pavement marking repairs
  • School Zone flashing beacon issues
  • Streetlight issues
  • Request for new traffic road signs
  • Request for new or change of existing pavement markings
  • Request for new streetlight
  • Request for traffic calming
  • Request for traffic signal timing improvements

Street Lights

Traffic Services owns and maintains a limited number of streetlights on public roadways. The majority are owned and maintained by Oncor Electric Delivery or Heart of Texas Electric Coop.

Report to Waco

City of Waco owned streetlights are identified by a yellow and black four-digit number with a City of Waco logo on the pole.

The antique streetlights located in Greater Downtown Waco and public parking lot lights are also owned and maintained by Traffic Services.

Issues with these streetlights should be reported via the MyWaco App.

Traffic Control Plans Submittal

Traffic Control Plans (TCP) are required for any lane or road closure of the public right-of-way on arterial and collector roads, and for any lane or road closure exceeding 4 hours on local roads.

Submittal Process

The Traffic Control Plan shall be submitted to the City of Waco Traffic Engineering office 15 calendar days prior to the anticipated start date, with copy of current certification. All submittals shall be in portable document format (.pdf) and sent via email to TCP_Submittal@wacotx.gov

Requirements

Local Roads

  • TCP required for any lane or road closures exceeding 4 hours
  • Must clearly depict each construction stage
  • May submit Texas Manual of Uniform Traffic Control Devices typical application details instead of a site-specific TCP

Collector & Arterial Roads

  • TCP required for any lane or road closures regardless of duration
  • Must be signed and sealed by a licensed Texas professional engineer
  • Must submit a site-specific TCP to address the specific conditions of the corridor and access to adjacent properties
  • Lane closures will require arrow boards
  • Road closures may require dynamic message boards to provide warning ahead of start date
  • No interference with traffic flow shall be permitted during the hours of 6:30 a.m. to 9:30 a.m. and 3:30 p.m. to 6:30 p.m., Mondays through Fridays, unless directed otherwise by the Director of Public Works. Emergency closures during these hours shall be with the approval of the Director of Public Works.

State Roads

  • Lane or road closures along state facilities require TxDOT Area Engineer’s Office approval.
