City Manager's Office
The City of Waco establishes and administers law through a council-manager form of government. Under the council-manager form, power is concentrated in the elected council, which hires a professional administrator to implement its policies. The council-manager form of government combines the strong political leadership of elected officials in the form of a council with the strong professional experience of an appointed local government administrator.
The City Manager is Dale Fisseler. He has the ultimate responsibility for the budget, day-to-day operations, personnel, and overseeing the following departments: General Administration, Budget/Internal Audit, Finance and Municipal Information.
Assistant City Managers
Wiley Stem, III, oversees the following departments: Animal Services, Fire, Police, Information Technology, Parks and Recreation, Cottonwood Creek Golf Course, General Services (Fleet, Purchasing and Facilities), Solid Waste, the Texas Ranger Hall of Fame and Museum and Water Utilities.
George Johnson, Jr., oversees the following departments: Waco Regional Airport, Cameron Park Zoo, Economic Development, Waco Transit, McLennan County Public Library, Convention Center & Visitors Services, Public Health District, Housing & Community Development and Human Resources.
Jack Harper II, oversees the following departments: Budget, Finance, Inspection/Code Enforcement, Planning and Public Works (Engineering/GIS, Traffic and Streets).
