City Manager’s Office
The City of Waco establishes and administers law through a council-manager form of government. Under the council-manager form, power is concentrated in the elected council, which hires a professional administrator to implement its policies. The council-manager form of government combines the strong political leadership of elected officials in the form of a council with the strong professional experience of an appointed local government administrator.
The City Manager is Dale Fisseler. He has the ultimate responsibility for the budget, day-to-day operations, personnel, and overseeing the following departments: General Administration, Budget/Internal Audit, Finance and Municipal Information.
Deputy City Manager
Responsible for: Animal Services, Facilities, Fleet, Purchasing, Public Works, Solid Waste and Water Utiilities. As well as the general daily operations of all other city departments.
Assistant City Managers
Responsible for: Budget, Finance, Fire, Human Resources, Information Technology, Internal Audit and Police
Responsible for: Convention and Visitors Services, Housing / Economic Development, Inspection / Code Enforcement, Planning, Waco Regional Airport
Responsible for: Cameron Park Zoo, Health, Library, Parks and Recreation / Golf Course, Texas Ranger Museum, Waco Transit
