City Manager's Office

City Hall

The City of Waco establishes and administers law through a council-manager form of government. Under the council-manager form, power is concentrated in the elected council, which hires a professional administrator to implement its policies. The council-manager form of government combines the strong political leadership of elected officials in the form of a council with the strong professional experience of an appointed local government administrator.

The City Manager is Larry D. Groth. He has the ultimate responsibility for the budget, day-to-day operations, personnel, and overseeing the following departments: General Administration, Budget/Internal Audit, Police, Fire and Municipal Information.

Assistant City Managers

Wiley Stem, III, oversees the following departments: General Services (Fleet, Purchasing and Facilities), Human Resources, Risk Management and Parks and Recreation.

George Johnson, Jr., oversees the following departments: Waco Regional Airport, Cameron Park Zoo, Economic Development, Waco Transit, Texas Ranger Hall of Fame and Museum, McLennan County Public Library, Convention Center & Visitors Services, Public Health District, Finance, Housing & Community Development and Information Technology.

Dale Fisseler, oversees the following departments: Utilities, (Water, Wastewater Services & WMARSS), General Services (Fleet, Purchasing and Facilities), Public Works (Engineering/GIS, Traffic, Streets and Solid Waste), Building Inspections and Planning.
