City Manager's Office
The City of Waco establishes and administers law through a council-manager form of government. Under the council-manager form, power is concentrated in the elected council, which hires a professional administrator to implement its policies. The council-manager form of government combines the strong political leadership of elected officials in the form of a council with the strong professional experience of an appointed local government administrator.
The City Manager is Larry D. Groth. He has the ultimate responsibility for the budget, day-to-day operations, personnel, and overseeing the following departments: General Administration, Budget/Internal Audit, Finance and Municipal Information.
Deputy City Manager
Dale Fisseler, oversees the following departments: Utilities, (Water, Wastewater Services & WMARSS), Public Works (Engineering/GIS, Traffic and Streets), Building Inspections and Planning.
Assistant City Managers
Wiley Stem, III, oversees the following departments: General Services (Fleet, Purchasing and Facilities), Human Resources, Solid Waste, Police, Fire, Information Technology, Risk Management, Parks and Recreation and the Texas Ranger Hall of Fame and Museum.
George Johnson, Jr., oversees the following departments: Waco Regional Airport, Cameron Park Zoo, Economic Development, Waco Transit, McLennan County Public Library, Convention Center & Visitors Services, Public Health District, Housing & Community Development.
