Basic Qualifications:
  • The citizen must be a resident of the City of Waco.
  • The citizen must be qualified as a City of Waco voter at the time of appointment.

  • The citizen must not have been convicted of a felony or a misdemeanor crime of moral turpitude for which he / she has not been pardoned within the last 10 years.

  • The citizen must not have been removed from a board or commission because of failure to attend meetings within the last three years.

  • It is the desire and intent of the Council that a person serve on only one board at a time. (Exceptions listed in Resolution No. 1999-291.

Animal Control Advisory Board
Makes recommendations on the health and welfare of animals. (Quarterly meetings)

Animal Grievance Board
Hears complaints involving animals and their care and listens to appeals of decisions and actions of the animal control officers. (Called meetings)

Aviation Advisory Board
This board plays an important role in making recommendations for capital improvements and expansion of the airport facilities. (2nd Thursday of each month at 4 pm)

Board of Electrical Contractors
Authorizes the issuance of electrical licenses, hears appeals, and renders decisions concerning modifications and variances of city codes. (2nd Wednesday of each month at 11 am)

Building Board of Adjustment & Appeals
Interprets and enforces building codes and hears appeals of the orders from the building official. (Called meetings)

Board of Plumbers and Mechanical Contractors
Hears appeals and provides interpretation of city codes; presents recommendations to City Council regarding code revisions. (2nd Wednesday of each month at 6:30 pm)

Building Standards Commission
This commission serves as a mediation tool between the City of Waco and citizens by hearing appeals and providing final interpretation of the Housing Code. (1st Wednesday of each month at 4 pm)

City Plan Commission
Prepares and amends the master plan for physical development of city; recommends to City Council proposed changes to zoning plan and subdividing land. (The meetings are held on the 4th Tuesday of each month at 7 pm)

Cottonwood Creek Golf Course Advisory Board
Makes recommendations to City Council related to master plans, major capital improvements, policies and operating fees. (3rd Thursday of each month at 12 pm)

Equal Employment Opportunity Advisory Committee
Provides input, advises and recommends to City Council and the City Manager policy matters related to EEO/MBE/WBE and other relevant human resource issues. (Quarterly meeting at 12 pm)

Firefighters' & Police Officers' Civil Service Commission
Appointed by City Manager and confirmed by Council. Establish rules and regulations regarding hiring and dismissal of firefighters and police officers. (Called meetings)

Heart O' Texas Housing Finance Corporation Board of Directors
Issues single-family and multifamily bond financing to promote the development of housing stock. (Called meetings)

Historic Landmark Preservation Advisory Commission
Provide recommendations on landmarks and historic districts; establish and review long-range historic preservation goals and policies. (2nd Thursday of each month at 5:00 pm)

Lake Waco Wetlands Advisory Committee
The Lake Waco Wetlands Advisory Committee was created to secure financial or material resources for the project and to provide expertise and diversity in developing program areas for education, research and tourism.

Parks & Recreation Advisory Commission
Presents recommendations to Council for rules and regulations for proper conduct of public recreational events, and use by public of city parks and recreational areas. (2nd Thursday of each month at 11:30 am)

Recycling Advisory Committee
Provides recommendations to City Council concerning new or enhanced recycling and waste reduction programs. (3rd Monday of each month at 4 pm)

Tax Increment Financing Board of Directors: Reinvestment Zones 1,2,3
Presents recommendations to the City Council regarding the administration of zoning; prepares and implements project plans subject to Council approval. (Called meetings)

Texas Ranger Hall of Fame and Museum Advisory Committee
Advises Council regarding operation and maintenance of the museum. (Last Monday of each month at 4:30 pm)

Transportation Committee
The Transportation Committee shall provide expertise and advise the City Council on all transportation related issues and assist the City in the development of a comprehensive transportation system that will effectively and efficiently serve the community's existing and projected travel needs.

Waco Convention & Visitors Bureau Advisory Board
Advises staff in preparation of policies, budgets, activities and overall operation of Convention & Visitors Bureau. (3rd Monday of each month at 4:00 pm)

Waco-McLennan County Library Advisory Commission
Adopts bylaws, rules, and regulations for public library and facilities. (4th Wednesday every other month at 4 pm)

Waco Transit Advisory Board
Ensures efficient and effective operation of Waco Transit System services. This board makes recommendations concerning bus routes, service expansions and operational policies. (Quarterly meetings)

Youth Council
An Advisory Board to the City Council that provides local youth a voice in local government. Membership is open to any high school student who is a City of Waco resident and interested in community service and involvement. (see Youth Council page for more information) (1st and 3rd Monday of each month at 5:30 pm)

Zoning Board of Adjustment
Hears appeals on decisions made by building officials; authorizes variances and regulates non-conforming uses. (3rd Thursday of each month at 7 pm)
