LEAH
HAYES
Leah Hayes is a native Texan. Born and raised in Houston,
Texas, Leah attended public schools, graduating from the High
School for Engineering Professions. She graduated from the
University of Texas at Austin and earned her law degree from
the University of Houston Law Center.
Leah is an experienced attorney with a broad range of municipal
law experience. For over ten years, Leah has provided legal
guidance to city employees, and officials while successfully
representing cities, city officials, and city employees in
state and federal courts. She began her municipal law career
as an Assistant City Attorney for the City of Waco, Texas,
and has served as the police legal advisor for the City of
High Point, North Carolina, Assistant City Attorney for the
City of Houston, Texas, and Deputy Director of Planning and
Development for the City of Houston, Texas.
Leah's years of experience negotiating land development agreements
for public/private partnerships for schools, regional tennis
centers and sports complexes and advising city inspection
departments and building standards commissions highlights
her knowledge and experience in commercial and residential
property development. She is admitted to practice in the United
States District Court for the Western and Eastern Districts
of Texas.
Leah is a member of the State Bar of Texas, Texas City Attorneys
Association, Bar Association of the Fifth Federal Circuit,
Waco-McLennan County Bar Association, American Planning Association,
Urban Land Institute, National Association of Realtors, and
Houston Association of Realtors. She is active in the Women
Professionals in Government, the National Council of Negro
Women, and committed to providing pro bono legal services
to underserved communities.
