Jack Harper II
Jack Harper, Assistant City Manager with the City of Waco, is a native Texan. Jack has 22 years of municipal experience, and has worked previously in Lubbock, San Antonio, and Abilene. He has been a City Manager since 2002, serving in both Stamford and Hillsboro.
Jack is very active in professional and civic activities. He has a Bachelor of Arts in Political Science, and a Master of Public Administration- both from Texas Tech University. He is a member of both the International City/County Management Association (ICMA), and Texas City Management Association (TCMA), where he has served as a Regional President three times.
Jack is a Credentialed Manager through ICMA, a Certified Public Manager (CPM), and is a graduate of the John F. Kennedy School of Government at Harvard University for State and Local Government, the Senior Executive Institute from the Weldon Cooper Center for Public Service at the University of Virginia, and Leadership ICMA. He is also active in both the International Association of Emergency Managers (IAEM), where he is a Certified Emergency Manager (CEM), and the Emergency Management Association of Texas (EMAT), where he is a Texas Emergency Manager (TEM).
Jack is certified as both a Housing Economic Development Finance Professional and Economic Development Finance Professional through the National Development Council. He has been a Rotarian since 2002, and is a past President of the Hillsboro Rotary Club. Jack also serves as the Treasurer for the Heart of Texas Regional Advisory Council (HOTRAC), and serves on the Board of Trustees for the Texas Scottish Rite Hospital for Children.
In his spare time, Mr. Harper is an adjunct faculty member, and does online undergraduate teaching in Political Science and Public Administration. He also enjoys backpacking, has backpacked in all 50 states, and is trying to hike the highest point in every state; he currently has completed 40. He is an FAA Private Pilot with single engine land and single engine sea plane ratings, and is an FCC Amateur Extra Class Radio Operator. Jack and his lovely wife, Julie, have one son, Jake.
