From City Manager
Larry D. Groth
The success of our organization is entirely dependent on the quality
of our employees. With the wide range of service demands, operations,
technical and professional expertise required, it is critical that
we not only have people who are qualified, but also are extremely
dedicated to the service they provide.
Thirty-five years ago, a young Joe Mayfield came to work for the
City of Waco as a Civil Engineer. He was later promoted to City
Engineer and then to Director of Engineering where he served for
28 years. In 2006, it was my pleasure to promote Joe to an Assistant
City Manager. Joe retired from the City at the end of January after
35 years of dedicated and faithful service.
During the past years, Joe has provided engineering expertise for
the design and construction of literally millions of dollars of
public works projects including streets, drainage, water, sewer,
bridges, parks and airport improvements. It is hard for me to identify
very many public facilities in Waco that Joe has not touched in
some way.
Joe has been one of those employees that has made this organization
successful. He is one of the most hard working, honest and decent
people I have ever known. While working with complicated and technical
city requirements over these many years, he has always been fair
and consistent with our citizens, contractors, engineers and developers.
But to me personally, Joe has been a mentor and a great friend.
He’s always been able to focus on the important things we do, keep
a balanced perspective and enjoy the personal interaction. He hired
me in 1980 to be City Engineer and then provided the opportunity
for me to grow and develop within the organization. For that, I
will forever be thankful.
Joe have fun in your retirement, we will miss you!

If you know of someone who has an outstanding fine with any law
enforcement agency in the state of Texas, a warrant may be pending
for his or her arrest.
Beginning Saturday, March 7, the Waco Police Department along
with over 150 other law enforcement agencies throughout the state
of Texas will combine forces to actively search for persons who
have failed to pay their fines and will arrest the persons at
their homes, place of business or wherever they may be found.
To avoid being arrested and the loss of rights for renewal of
a Driver’s License or Identification Card, they must act immediately
and pay the fine before March 7.
For information regarding the State of Texas Warrant Round Up,
visit the City of Waco Web site at www.waco-texas.com and select
City Services, Municipal Court. If you know someone that has an
outstanding traffic warrant, they can call 750-5900 for information
on how and where to pay the fine.
They need to act now...before the law catches up with them.
