Hours: Monday-Friday, 8:00am-5:00pm, with mandatory overtime
The City of Waco's Water Utilities Services Department is seeking an experienced wastewater professional as the Program Manager directing its wastewater treatment facilities. Operating as the Waco Metropolitan Area Regional Sewerage System or WMARSS, the Central Wastewater Treatment Plant and recently completed Bull Hide Wastewater Treatment Facility treat wastewater from seven municipalities in the Waco area.
Reporting to the Director of Utilities, this position will directly supervise the operations and staff for 1) two wastewater treatment plants, 2) several large wastewater lift stations, and 3) an extensive wastewater interceptor system. The Program Manager will evaluate and recommend program and process improvements as needed for efficiency, safety, or regulatory compliance. They will also assist with:
1) capital improvement project recommendations, prioritization, and project management,
2) budget preparation and monitoring, and
3) staffing requirements.
The successful candidate will need to develop strong working relationships and effectively communicate with both internal and external entities such as water quality staff, TCEQ representatives, and outside consultants.
The incumbent must follow City and departmental policies and procedures. They will primarily work in a climate controlled indoor environment, but may be subject to wastewater or chemicals at job sites and/or plants.
Driver’s License: Valid Class C Texas DL
Education: Bachelor's Degree is desirable but not required as experience may be substituted for degree.
Experience: Eight years previous work experience in a wastewater treatment plant greater than 5 MGD capacity, activated sludge process preferred.
Certifications: TCEQ Class A Wastewater License must be obtained within one year of date of hire.
Testing: No testing required.
