Reporting to the Assistant City Manager, the purpose of this position is to conduct the planning, directing, organizing, and oversight of daily activities of the Utility Department. The candidate will be responsible for helping develop and monitor department budget and working with division managers to carry out the duties of the department. The Director of Utilities will evaluate and recommend improvements to existing programs and recommend new programs as needed for efficiency, safety, or compliance support. Also prepare the water and sewer capital improvement project recommendations, prioritization, and tracking.
Additionally, the successful candidate will coordinate with the Engineering Department staff regarding priorities and project status. Regularly meet with other staff regarding development projects. Monitor weekly and monthly expenses and provide periodic expense reports. Ensure proper documentation of work performed on routine and non-routine basis. The department provides water and wastewater services for roughly 160,000 residents in and around Waco. Three water treatment plants and two wastewater plants along with a full scale laboratory, customer service office, and administrative offices are employed to provide this service. The primary functions include but are not limited to: water treatment, water distribution, plants and stations, meter services, billing, customer service, wastewater collection, Industrial Pretreatment, SCADA and electrical support, watershed and wetlands, and laboratory operations. This position will have 197 staff members including four program managers to carry out the duties of the Utility Department. Must follow city and departmental policies and procedures. Typically works in a climate controlled indoor environment. May be subject to wastewater or chemicals at job-sites and/or plants. May be exposed to dust, loud noises, and communicable diseases. May be required to perform inspection duties in the field.
Drivers License: Valid Class C Texas DL
Education: Bachelor's degree in Engineering, Environmental Science, or a related field is required.
Experience: At least seven years of progressively more responsible management
experience in a relevant public municipal field or any equivalent combination
of education and recent and relevant experience.
Certifications: Professional Engineers License required. Class B Water, Class B Wastewater, or Class III Wastewater license desired.
Testing: No testing required.
