Hours: Monday-Friday, 8:00am-5:00pm.
Manage the operations of the Risk Management Division by: preparing and administering budgets; monitoring the quality of services provided by the operation; defining goals and objectives and facilitating the implementation of such; developing policies and procedures to ensure compliance with local, state and federal regulations; and preparing and distributing appropriate management reports. Responsible for planning, organizing, managing, and directing the city's risk management program, including loss control, workers' compensation, insurance administration, and 3 assigned staff.
Key Functions: 1) Supervise a full-time staff of three to include a Safety Coordinator, H.R. Generalist, and Claims Specialist. 2) Manage all phases of Risk Management by: planning and administering self-insurance programs for automobile liability, automobile physical damage, property, general liability, workers' compensation, and subrogation; developing and managing multi-account budgets, safety programs, and training programs; and providing consultation to all city departments on insurance contracts and risk management issues. 3) Effectively procure and manage all lines of insurance coverage for all city assets and claims, including property/casualty, rolling stock, errors and omissions, law enforcement liability, airport liability, and workers' compensation. 4) Function as a member of the Emergency Operations Center. 5) Must provide considerable knowledge of the principles and practices of risk management, claims management, asset protection, insurance, self-insurance, subrogation, contractual risk transfer, and loss control. 6) Must be skilled in building positive working relationships and using principles of excellent customer service. 7) Ensure employees are trained and work in accordance with the Safety Plan, Department Safety Plan, and applicable laws and regulations. Possess basic understanding of safe work practices for employees. 8) Perform other related duties as assigned. 9) Must follow city and departmental policies and procedures. Works in climate controlled indoor and in outdoor environments. May be exposed to dust, loud noises, vibrations, fumes and odors, communicable diseases, wetness/humidity, darkness or poor lighting when working in a warehouse environment.
Drivers License: Valid Class C Texas DL
Education: A Bachelor’s degree in Risk Management, Insurance, Public Administration, Business Administration, Finance, or in a related field is required.
Experience: Five years experience in Risk Management, Safety, Workers' Compensation, or a related field is required. Previous supervisor and management experience is highly desirable. Previous public agency experience is desirable.
Certifications: No certifications required. Associate in Risk Management (ARM) certification is desired.
Testing: No testing required.
