Estella Lopez - Coordinator
Crime Prevention Specialist

Welcome to the Waco Citizens Police Academy Alumni Association (CPAAA) web site! My name is Estella Lopez and I have had the pleasure of serving as the Department's Coordinator for the Citizens Police Academy and as liaison with the Alumni Association since August 2007. Our Citizens Police Academy began holding classes in 1991, and was followed shortly by the formulation of the Alumni Association.

The Alumni Association members volunteer about 4,000 hours each year assisting the Waco Police Department with community service programs, internal projects and still find time to hold fund raising programs to purchase equipment and provide training to the Department it would not otherwise receive.

The CPAAA actively assists the Police Department with a wide range of events to include: Project Childsafe, Police Memorial Run and Service, City's 4th of July celebration, National Night Out, Child Safety Seat Check, Recruit Civil Service Testing, Department's Active Shooter Training, Field Sobriety Testing for new police recruits, and Dispatch.

They have raised funds for the purchase of 12 new Simunition helmets and neck guards to be used during training, aVHF/UHF radio for the Department's mobile command post van, a video camera, McGruff the Crime Dog costume, a Rescue Randy training mannequin, pocket translators, and an assault rifle. They also raise funds and sponsor the Department's Police Trader Card program. The CPAAA has sponsored classes for Department personnel on Criminal Profiling, Hostage Negotiations, and Suicide Terrorism.

The CPAAA is registered with the national V.I.P.S. program and serves as a "Certifying Agency" for the Presidential Volunteer Service Award program. The Waco CPAAA was also recognized with the prestigious national "Points Of Light" award on January 6, 2005.

The Waco CPAAA has also had the privilege of hosting the State Citizens Police Academy Alumni Convention in 1998 and have the distinction of being the first alumni group to host the state convention for a second time in 2005.

We invite you to attend one of our CPA classes and join a group of citizens who put their commitment to building a better community into involvement and action.

Mission Statement

The mission of the Waco Citizens Police Academy Association is to support officer and community safety by promoting educational and life preserving programs. We will encourage and promote the concept of community policing by giving the citizens an opportunity to better understand the function of the Waco Police Department. Our members will be involved with our police department in the effort to "Bridge the Gap" between the community and the police.
