WCCC-TV’s Conversion
to Digital and High Definition

On July 16, 1992, the Waco City Cable Channel began broadcasting from its studios in the Waco Convention Center.

During the last eight years, the variety and quality of local programming produced and aired on the channel has escalated to a level that has gained WCCC-TV national recognition, including being identified as one of the top three government access channels in the nation by the Cable Access Guild.

Based on the consistent contribution of quality local programming Grande Communications has made Texas’ first Government Access HD channel available to the City of Waco.  WCCC-TV’s HD channel is currently on Grande channel 410.

As the scheduled conversion from analog to digital television occurs in February 2009, the older analog equipment is being replaced with new HD cameras, and other equipment. In addition, as the scheduled total renovation of the Waco Convention Center begins, the studios have been relocated to the first floor of City Hall. Now for the first time, a studio with a small set will provide the opportunity for numerous interview-style programs to better inform Waco area citizens about the City and its operation.

All costs related to the new studio and conversion to digital HD were funded completely through the two cable operators as set forth by the recently adopted State cable franchise agreement. Since June of this year, WCCC-TV staff has been creating all new programming in 1080p HD that for standard definition (SD) viewers and especially high definition (HD) viewers will provide an incredibly sharper image of Waco. The viewing experience will be further enhanced through stereo surround sound. Just some of the new programming planned for the premier set for the week of December  8th are four Brazos Nights concerts and the full two-hour Tommy Emmanuel concert held at MCC’s River Stage, Veterans Day Parade, and Christmas Parade.

“Our goal is to give our citizens an all new look at their city in HD. From its city departments, its amenities, attractions, its people, its museums, its industries, and its history, we plan to provide more local programming than any other channel. We plan to “wow” our viewers by showing them beautiful images and scenes of their city that they may not personally be able to see like a scenic trip up the Brazos river, hikes through Cameron Park, and aerial flights around our city” said Larry Holze, Municipal Information Director.  Also planned is the expansion of the daily City Beat News Report coverage of city events, full news conferences, food establishment scores and full event coverage not normally covered by other local stations.

Other new programs will include a half hour magazine style program produced by and about the Midway I.S.D. The popular “Waco Up Close” viewer contests will return in January 2009 as a part of the ongoing premier. In the Spring of 2009 monthly programs from all three Chambers of Commerce will inform our citizens on their activities. After the digital conversion in February, both Grande and Time Warner cable providers plan to keep the normal SD broadcasts of WCCC-TV  programming on channel 10.

About Our Programming

It was our goal to develop WCCC-TV into a powerful communication tool for Waco. To do so, it must have the appearance and dependability of a network station by providing high quality productions that entertain as well as inform our citizens about our city.

To provide the variety of local programs needed to attract and maintain a viewing audience, nine to ten different series were developed. Within these series, several programs, running five to twenty-five minutes, have been produced. Each week, two programs from each series air in what is called a program "block". Within these blocks are various PSA's, trailers promoting the other productions and infomercials. "In Waco a Century Ago", "Know Your City Departments", "Waco, Then and Now" and "Markers in Time" are just some of the short segments also included in the blocks.

Generally, blocks run twenty to twenty-five minutes, allowing a variety of Images of Waco’s past and present to run until the next half hour.

City Beat, a weekly news program, covers city events and happenings. Restaurant inspection scores, a city calendar, City of Waco job listings and locations of local street construction and maintenance are also included. Hear topical discussions about Waco and a variety of City events on the City Talk Radio Show, recorded each week for radio stations KRZI 1660 ESPN Radio and KLRK Star 92.9 FM and videotaped for replay throughout the week. Learn about the wildlife, staff and volunteers at the world class Cameron Park Zoo in our feature, Step into the Wild at the CPZ. And that's not all. WCCC-TV brings back Waco’s rich and unique past with Waco, Gateway to Texas History and Waco Remembers. You can also see artifacts from several of Waco’s museums and historic homes in our Museums of Waco series. WCCC-TV also takes you inside local industries to see some of the quality products manufactured right here in Waco. The Waco City Council and Plan Commission meetings are broadcast live, and repeated at different times for your convenience. Unlike regular TV stations, we videotape and replay entire city news conferences, to bring you the complete story.

The quality of programs produced by WCCC-TV has earned several awards, including several Telly Awards and the Beacon Award, ranking us among the top three City Cable Channels in the nation.
