This position is responsible for the successful planning, development and implementation of water and sewer capital projects.  Coordination with the City Engineering Department will be critical to job performance and project execution.  Additionally, as-built plans on completed projects are to be archived and added to the Geographic Information System (GIS), managed by the Engineering Department.  This position will coordinate extensively with all other areas of the Utilities Department including Field Operations, Meter Services and Water Production during planning and project development.  This position will supervise an engineer and two to three additional support staff to bring about successful project implementation and contract administration.  Contract coordination and administration will be important aspects of the job including scheduling and facilitating pre-bid meetings, pre-construction meetings, evaluating and negotiating change orders and enforcing contract requirements.  Keeping projects within budget and schedule will be critical to job performance.  Position will provide limited design work, including signed and sealed drawings for some smaller jobs to be constructed with in-house crews.  Position will be responsible for managing the water and sewer CIP budgets.  Facilitating protection of public health regulatory compliance will be the major driver of project development.  Work primarily in a climate controlled indoor environment.  May be exposed to dust and loud noises when visiting construction sites.  

REQUIRED:

Education:  Bachelor's degree in Engineering required.  Degree in Civil Engineering preferred.

Responsible for the administration of the municipal court operation for the City of Waco in accordance with state and federal statutes, the city charter and city ordinances, along with other functions as may be assigned to the court under state law or local regulation.  Presides over a variety of hearings including: criminal jury and non-jury trials; pre-trial conferences; Class C misdemeanors in the enforcement of city ordinances; traffic violations; criminal misdemeanors; and property disputes and other cases appropriately tried in municipal court.  Travels each morning to the county jail to conduct arraignment hearings. Presides over juvenile arraignments including, but not limited to, alcohol, driving, and curfew violations. Determines fines for persons found guilty of Class C misdemeanors.  Has original and exclusive jurisdiction over violations of city ordinances and, within the city limits, has concurrent jurisdiction with justice of the peace courts over Class C misdemeanor criminal cases where the punishment upon conviction is by fine only. Issues summons, conducts arraignments, advises defendants of rights and options; accepts pleas of guilty and nolo contendere and enters judgments; reviews affidavits for sufficiency of facts and determination of the existence of probable cause to issue search and arrest warrants.  Issues search and arrest warrants for Class A, B and C misdemeanors and all levels of felonies.  Issues administrative search warrants for building inspections.  Works with the Court Administrator to ensure proper development of policies, procedures, and docket scheduling.  Performs legal research as necessary on matters before the court, studies legal periodicals, new laws and appellate court decisions to maintain current knowledge of judicial developments.  Works cooperatively with other departments, City officials, the community and other governmental organizations to produce innovative solutions.  Preserves and enhances the quality of life for the citizens of Waco, Texas by observing the City's guiding principles.  Interprets laws, rulings and regulations and issues written and oral instructions and opinions.  Remains current on State and Municipal Law. Typically works in a controlled indoor environment. Must be able to attend various functions and meetings at other sites either within or outside of city limits. This position is appointed by the Council for a term of two (2) years, from June first in even years until May thirty-first, two (2) years later, or for the portion of such term unexpired at the time of the appointment. Must be a resident of the City of Waco.

Knowledge:  This position requires knowledge of multiple areas of criminal and municipal law, the Texas Penal and Code of Criminal Procedure; knowledge of the organization, duties, powers, limitations and authority of the Municipal Court; knowledge of legal principles and practices, including civil, criminal, constitutional, and administrative laws and procedures; ordinances, statutes, and court decisions relating to Municipal Court jurisdiction; judicial procedure and rules of evidence; established precedents and sources of legal references, and principles and practices of court administration and state and federal regulations governing criminal violations, prosecutions, and police operations.

Skills/Abilities:  Must have excellent oral and written communication skills in the performance of all job functions.  Must be able to handle multiple assignments and provide timely services; effectively plan, organize and direct the judicial activities of the Municipal Court; organize, interpret, and apply legal principles and knowledge of complex legal problems; effectively apply legal knowledge and principles; properly interpret and make decisions in accordance with laws; must possess a sense of fairness and exhibit respect towards hostile persons in court; the ability to apply general rules to specific problems to come up with logical answers; ability to combine separate pieces of information or specific answers to problems to form general rules and logical answers; ability to listen to and understand ideas presented through spoken words and sentences, often in stressful situations.
