Manages employees of unit(s) by: establishing goals and objectives; deciding the overall work direction for staff and their various areas of responsibility; communicating with staff; and by performing hiring, employee development, and disciplinary functions for assigned staff. Communicates policy and direction to others by: attending to customer/citizen complaints; revising, updating, and initiating departmental policies and procedures; preparing materials for Council presentations and public meetings, and conducting staff meetings. Manages the operation of unit(s) of responsibility by: preparing and overseeing unit(s) budget; monitoring current unit programs for relevance and effectiveness; compiling and entering data for monthly and annual reports; authorizing requisitions and expenditures for materials, equipment, and services; and monitoring the safety habits of field personnel. Reviews construction drawings and sets scheduling priorities; sets direction and resolves questions concerning major design issues. Monitors progress, approves pay estimates, and negotiates major construction issues with contractors such as progress of work, payment for additional work, and determining what constitutes additional work and therefore warrants additional payment. Analyzes the capacity of infrastructure such as water, sewer, and storm drainage systems using relatively complex computer software. Preserves and enhances the quality of life for Citizens of Waco, Texas, by observing the Cities guiding principles. Perform other duties as assigned. Works in a climate controlled indoor environment. May be exposed to dust and loud noises when visiting construction sites.

REQUIRED:

Drivers License:  Valid Class C Texas DL

Education:  Bachelor’s degree or equivalent in Civil Engineering is required.

Experience:  Five years previous work experience in the engineering field is required.

Certifications:  Texas Professional Engineer Certification is required.

Testing:  No testing required.

Operation Supervisor - Full Time - Public Works - Solid Waste

Manages the Residential collection operations of the division by:  reviewing project scheduling and progress; reviewing division activity and performance reports; visiting job sites, plants, etc., and evaluating productivity performance indicators.  Coordinate projects of common interest between those of other departments and outside organizations; producing reports for management and various regulatory agencies when necessary: analyzing requests for changes in service delivery and adjusting service delivery as appropriate.  Manage and coordinate collection fleet with city Fleet Services and outside vendors on all repairs, preventive maintenance, and warranty issues.  Manages employees of the various divisions by:  providing guidance and direction regarding division operations and personnel issues; structuring the various divisions to carry out the City's mission and goals.  Set priorities and allocating personnel, budget and resources to those priorities that best interpret the City's vision; hiring, training, and reviewing personnel; establishing and communicating performance and organizational goals to management personnel.  Administers budget policies and procedures by assisting in the preparation of the annual department budgets.  Approving and signing all invoices and purchase orders and take corrective actions to ensure the divisions operate within the boundaries established by the budget.  Preserves and enhances the quality of life for the citizens of Waco, Texas, by observing the city's guiding principles.  Perform other duties as assigned.  Works in a workshop environment and outdoors.  May be exposed to various environmental factors.

REQUIRED:

Education:  High school diploma or equivalent, with six months additional coursework beyond high school in Business Mgmt, Customer Service,Waste Management or a related field is required (2 years of experience may be substituted for the additional coursework).  

Experience:  Three years of progressively responsible supervisory and management experience in Solid Waste and disposal or in a related field is required.  

Certifications:  No certifications required.  Minimum class C Letter of Competency from the Texas Commission of Environmental Quality is desired. 

Testing:  No testing required.

Utilities Operations Supervisor - Full Time - Water Utilities

Performs divisional management by: managing, directing, and organizing divisional activities; establishing and implementing divisional goals and objectives; recommending changes in policies and procedures; preparing various management reports; prepare and administer divisional budget by controlling expenses; interpreting and implementing policies and procedures established by regulatory agencies; insuring compliance with current water and wastewater requirements mandated by regional, State and Federal agencies; preparing required regulatory reports; implementing water and wastewater utility system changes resulting from the interpretation of volume; pressure, disinfectant, hydraulic, and various other system data to maintain quality water and wastewater service.  Performs supervisory functions.  Performs project management functions.  Services the public by providing information to queries; investigating complaints and implementing corrective actions if necessary.  Extensive knowledge of OSHA rules for confined space entry, trench safety and complete knowledge of water utility standards and practices.  Knowledge of purchasing guidelines and HTE are desired.  Must have basic electrical experience, knowledge of pumps and motors, and knowledge of SCADA systems.  Works in a climate control indoor environment.  May be exposed to dust, loud noises, fumes and odors, wetness/humidity, darkness or poor lighting, and mechanical, chemical, electrical and fire hazards.
