The City of Waco establishes and administers law through a council-manager form of government.Under the council-manager form, power is concentrated in the elected council, which hires a professional administrator to implement its policies.

Council-Manager Government
The City Manager is Larry D. Groth. He has the ultimate responsibility
for the budget, day-to-day operations, personnel, and overseeing
the following departments: General Administration, Budget/Internal
Audit, and Municipal Information.
The City Manager is supported by three Assistant City Managers
that oversee all of the other departments of the City; they include:
