Most members of boards and commissions serve two year terms, with the exception of the Firefighters and Police Officers' Civil Service Commission, Waco-McLennan County Library Advisory Commission, Plan Commission, and the Waco Public Improvement District #1 Advisory Board, which are all three-year terms. Members of the Board of Adjustments and Appeals serve four-year terms.
Basic Qualifications
The City of Waco boards/commissions policy Resolution No. 2002-0541 approved by City Council on September 17, 2002, establishes certain qualifications that must be met by all members of City Boards and Commissions. In addition to any special qualification for service on a particular board, a board member must:
- Boards or commissions that are mandated by statute do require city residency; however, boards or commissions that are advisory in nature do not require city residency;
- Have not been convicted of a felony or a misdemeanor crime of moral turpitude for which he/she has not been pardoned within the last ten (10) years;
- Have not been removed from a board or commission because of failure to attend meetings within the last three (3) years;
- It is the desire and intent of the council that a person serve on only one board at a time (exceptions listed in Resolution No. 2002-0541).

Animal Control Advisory Board
Makes recommendations on the health and welfare of animals. (Quarterly meetings)Animal Grievance Board
Hears complaints involving animals and their care and listens to appeals of decisions and actions of the animal control officers. (Called meetings)Aviation Advisory Board
This board plays a vital role in making recommendations for business relationships, capital improvements and expansion of the airport facilities. (Monthly - 2nd Thursdays at 4 pm)Board of Electrical Contractors
Authorizes the issuance of electrical licenses, hears appeals, and renders decisions concerning modifications and variances of city codes. (2nd Wednesday of each month at 11 am)[View Agenda]
Board of Plumbers and Mechanical Contractors
Hears appeals and provides interpretation of city codes; presents recommendations to City Council regarding code revisions. (2nd Wednesday of each month at 6:30 pm)[View Agenda]
Boards and Commissions Committee Meeting
Building Board of Adjustment & Appeals
Interprets and enforces building codes and hears appeals of the orders from the building official. (Called meetings)[View Agenda]
Building Standards Commission
This commission serves as a mediation tool between the City of Waco and citizens by hearing appeals and providing final interpretation of the Housing Code (1st Wednesday of each month at 4 pm)
Central Waco Development Corporation[View Aganda]
Civil Service Commission (Fire and Police) [View Agenda]
Appointed by City Manager and confirmed by Council. Establish rules and regulations regarding hiring and dismissal of firefighters and police officers. (Called meetings)[View Agenda]
Cottonwood Creek Golf Course Advisory Board
Makes recommendations to City Council related to master plans, major capital improvements, policies and operating fees. (3rd Thursday of every other month at 11:30 pm)[View Agenda]
Equal Employment Opportunity Advisory Committee
Provides input, advises and recommends to City Council and the City Manager policy matters related to EEO/MBE/WBE and other relevant human resource issues. (Quarterly meeting at 12 pm)[View Agenda]
Heart O' Texas Housing Finance Corporation Board of Director
Issues single-family and multifamily bond financing to promote the development of housing stock. (Called meetings)Historic Landmark Preservation Advisory Commission
Provide recommendations on landmarks and historic districts; establish and review long-range historic preservation goals and policies. (2nd Thursday of each month at 5:00 pm)[View Agenda]
Lake Waco Wetlands Advisory Committee
The Lake Waco Wetlands Advisory Committee was created to secure financial or material resources for the project and to provide expertise and diversity in developing program areas for education, research and tourism.[View Agenda]
Parks & Recreation Advisory Commission
Presents recommendations to Council for rules and regulations for proper conduct of public recreational events, and use by public of city parks and recreational areas. (2nd Thursday of each month at 11:30 am)Plan Commission
Prepares and amends the master plan for physical development of city; recommends to City Council proposed changes to zoning plan and subdividing land. (The meetings are held on the 4th Tuesday of each month at 7 pm)Recycling Advisory Committee
